The purpose of the partnership is to assist SACOG with its transportation and air quality planning and programming processes, with an emphasis on technical issues, by providing consultation with a broad range of public and private constituencies. It also provides a forum for local agencies in the region’s transportation and land use industry to contribute to the policy-making and fund programming activities of SACOG, and to improve coordination within the region.
The Regional Planning Partnership (RPP) consists of the five local air districts, representatives of the U.S. Environmental Protection Agency (EPA), California Air Resources Board (ARB), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and state and local transportation agencies. The RPP meets bimonthly. Each RPP meeting is open to the public and held at the SACOG offices.

Update on Project of Air Quality Concern
Determinations (Shengyi Gao/ Matt Jones, 5 minutes)
Since August 20, 2019, five projects were reviewed by SACOG’s
PLCG and were determined not to be POAQCs. No projects were
reviewed in eastern Solano County through MTC’s process. See
staff item. Projects reviewed were:
- City of Elk Grove and Sacramento County Capital SouthEast Connector B2 Project
- Caltrans SR 70 Passing Lane Project (submitted twice)
- Caltrans Broadway Complete Street Project
- City of Folsom SR 50 Interchange Project
- El Dorado County Silva Valley Pkwy/ Harvard Way Intersection Improvements Project
- 2020 Funding Round (Garett Ballard-Rosa, 5 minutes). The 2020 Regional Funding Program distributes federal and state funding to high-performing projects in Sacramento, Sutter, Yolo, and Yuba counties. Staff will provide an update on milestones related to the competitive funding program.
- 2020 State Funding Opportunities (Chris Dougherty, 5 minutes). The purpose of this item is to provide an overview of the various state funding opportunities in both housing and transportation available in the 2020 calendar year. Please see December board item #18.
- Regional Early Action Planning (REAP) funding program framework (Jennifer Hargrove, 15 minutes). Assembly Bill 101 established the Local Government Planning Support Grants Program to provide regions and jurisdictions with one-time funding to establish priorities that increase housing planning and accelerate housing production. Under this program, the funding for local agencies is referred to as “Local Early Action Planning” (LEAP). The regional allocation is referred to as “Regional Early Action Planning” (REAP). Under REAP, SACOG will be eligible for $6,883,045 to address our region’s unique housing priorities and planning needs. Please see November Land Use Committee Item #3.
- 2020 MTP/SCS Implementation: Priority Infill Areas (Jennifer Hargrove, 5 minutes). Infill development is critical to achieving the goals of the draft 2020 Metropolitan Transportation Plan/Sustainable Communities Strategy (2020 MTP/SCS). Staff is proposing to work with local agencies to designate Priority Infill Areas that will support implementation of the MTP/SCS and improve our region’s competitiveness for state and federal grant programs. Please see November Land Use Committee Item #3.
- Active Transportation Program Update - (Victoria Cacciatore, 5 minutes). The California Transportation Commission (CTC) initiated the development of the 2021 Active Transportation Program (ATP) in November. The CTC will gather input on the guidelines, scoring rubrics, and application materials for this competitive funding program until March 2020. Please see December Transportation Committee Item #10
- Sacramento Region Parks and Trails Strategic Development Plan Launch – (Victoria Cacciatore, 5 minutes). SACOG is launching the Sacramento Region Parks and Trails Strategic Development Plan to develop a vision and strategic implementation approach for a connected regional trail system. Please see October Transportation Committee Item 7.
