2020/2021 State Housing Funding in SACOG Region (REAP/LEAP 1)
SACOG region and its local governments received over $14 million from the State to address our region's housing priorities and planning needs
Assembly Bill 101 established the Local Government Planning Support Grants Program to provide regions and jurisdictions with one-time funding to establish priorities that increase housing planning and accelerate housing production. Together, the State’s Local Government Planning Support Grants Program brought $14 million to the region for housing planning related activities in 2020 and 2021. The funds were divided into two funding programs: LEAP and REAP.
LEAP: The State, through the Housing and Community Development Dept (HCD) made funding directly available to local agencies through the Local Early Action Planning (LEAP) program. Approximately $7 million has been awarded through LEAP to the cities and counties in the SACOG region based on population. These funds are being used for a variety of housing planning related activities including preparing housing element updates, regulatory and code updates, and planning. REAP: Council of Governments (COGs) throughout the state also received funds to support housing production and planning through HCD’s Regional Early Action Planning (REAP) program. SACOG, as the COG for the 6-county Sacramento region, received just over $6.8 million under this first cycle of REAP (“REAP 1″, in 2020/2021). The funds will help SACOG and its 6-county and 22 city member agencies address unique housing priorities and planning needs.
