Workshop on Pricing and User Fees

As part of the 2020 MTP/SCS update, SACOG is discussing options to offset the projected loss of fuel excise tax revenues over time, potentially including pricing or user fees.  At the May 17th Board meeting, a workshop on innovative pricing and user fee projects and pilot tests from around the country was held, with two presenters (see links to presentation materials):

David Ungemah is a nationally recognized expert in managed lanes and congestion pricing systems. He is the current co-chair of the Transportation Research Board (TRB) Congestion Pricing Committee and immediate past-chair of the TRB Multimodal Pricing Implementation Joint Subcommittee.  He is a vice president at the WSP consultancy in Denver, where he directs the Transportation Operations Strategy practice.  He presented information on the goals and objectives that led several other agencies to look at express lanes, toll roads, and miles-traveled fees.

Ray Traynor is the Director of Operations at the San Diego Association of Governments (SANDAG). His current activities include overall management of SANDAG’s I-15 Express Lanes, and the SR 125 Toll Road.  He presented some of the history of both projects, and what goals and objective led SANDAG to get involved in them.  Also presented were statistics on usage of both projects, as well as revenues and costs.
