Consistent with California Government Code Section 54953 and Assembly Bill 361, a meeting of the Policy & Innovation Committee will be held via teleconference and in person. Public Comment:
Public comment will be taken on the item at the time that it is taken up by the committee. To make a public comment, you can do so five ways:
1. Written comment by email: email the clerk (rtadevich@sacog.org) to submit a comment. Comments read at the meeting will be limited to 250 words.  Comments will be accepted through the public comment period and individual agenda discussion items during the meeting.
2. Written comment online: access SACOG’s website (www.sacog.org/agendas-0) and complete a public comment form.  Comments read at the meeting will be limited to 250 words.  [https://sacog.primegov.com/public/portal] (click on the orange speech bubble next to the agenda meeting items, and follow the prompts on the screen). Comments will be accepted through the public comment period and individual agenda discussion items during the meeting.
3. By phone during the meeting:  Press *9 to indicate a desire to make a comment. The chair will call you by name or phone number when it is your turn to comment. We ask that members of the public keep their remarks brief. Speakers will be limited to 3:00 minutes. 4. Online during the meeting: for each agenda item, we will pause for public comment. Tap your name in the attendee list, then tap “Raise Hand”. Approve One Year Extension of the Joint Fuel & Lubricants contract (Est. Time: 0 minutes)

  • Extending the existing contract for one year with Hunt & Sons, Inc. which pools together local government purchasing of automotive fuel and lubricants.

Approval of Proposed Amendment to SACOG’s Conflict of Interest Code (Est. Time: 0 minutes)

  • Approval of a proposed amendment to SACOG’s Conflict of Interest Code.

Resolution of Intention to Amend Contract with CalPERS (Erik Johnson) (Est. Time: 2 minutes)

  • SACOG is required to amend its contract with the California Public Employees’ Retirement System (CalPERS) to comply with how to treat temporary employees.

6. 

Approve Interim General Counsel Services Agreement (Erik Johnson) (Est. Time: 10 minutes)

  • SACOG’s contract general counsel is withdrawing from representing SACOG. Until a new general counsel can be competitively selected by the board, staff is recommending contracting for an interim general counsel.

  • An update on the Citizens’ Transportation Tax Initiative in Sacramento County

8. 

Required Communication with Auditors-Statement on Auditing Standards No. 114 (Loretta Su) (Est. Time: 10 minutes)

  • In accordance with the Statement on Auditing Standards (SAS) No. 114, SACOG’s auditors are required to communicate certain matters to those charged with governance of the agency.

Community Economic Resilience Fund Update (Clint Holtzen) (Est. Time: 5 minutes)

  • The Community Economic Resilience Fund (CERF) is a one-time use of American Rescue Plan Act (ARPA) funds that will distribute $600 million, in a competitive process, to regions across California. The program will fund planning and implementation efforts to help communities economically recover from the COVID-19 pandemic and advance the transition to a carbon neutral economy. Valley Vision submitted the Sacramento Region’s application by the program deadline on July 25.
