Regional Transit Pulse Report
In 2025, SACOG launched an annual report that provides insight into the performance of the regional transit system, including ridership, service, cost effectiveness, and state of good repair.

Transit Service Performance Dashboard
SACOG also publishes a data dashboard that tracks the performance of the region's transit operators by transit mode across four key metrics. These metrics are calculated by the Federal Transit Administration (FTA) using data reported by transit operators. The latest available data is for service and ridership in Fiscal Year 2024 (July 1, 2023 - June 30, 2024). The metrics include:
- Cost per service mile: This is a measure of service efficiency calculated by dividing total operating expenses by the miles that a transit vehicle is in passenger service.

Cost per service hour: This is also a measure of service efficiency calculated by dividing total operating expenses by the hours that a transit vehicle is in passenger service.

Boardings per service hour: This is a measure of service productivity calculated by dividing total passenger boardings by the hours that a transit vehicle is in passenger service.

Cost per boarding: This is a measure of cost effectiveness calculated by dividing total operating expenses by the number of passenger boardings.

Triennial Performance Audit
The Transportation Development Act (TDA) requires SACOG to conduct a performance audit of transit operators who receive TDA funding every three years. The audits highlight key trends that may have an impact on an operator's ridership and financial performance.
Senate Bill 125 Accountability Measures
As part of the Senate Bill 125 Transit Program, the SACOG Board of Directors also adopted a set of accountability measures for transit agencies receiving funding from the program to address operating budget deficits. For more information, see the program page.
