Project Overview
Advancing clean, shared, and active transportation investments in equity-priority communities
Mobility Zones is a program advancing clean, shared, and active transportation investments in equity-priority communities. The program focuses on 10 neighborhood-sized zones across the six-county SACOG region with high transportation and equity need. Mobility Zones prioritizes projects that improve mobility within each zone and has funding to implement some of the prioritized projects. This work, including zone identification and project prioritization, is carried out in partnership with Community-Based Organizations (CBOs) and community leaders.
Civic Thread, a nonprofit organization that empowers residents in institutionally underserved communities to achieve healthy built environments, partners with SACOG to lead community engagement for Mobility Zones.
There are ten Phase 1 Mobility Zones across the six-county SACOG region.
Carefully selected through rigorous analysis and extensive engagement with community leaders and agency partners, these ten Phase 1 Mobility Zones are the focal points for innovative transportation solutions that meet the unique needs of SACOG’s diverse communities. Adopted by the SACOG Board in May 2025.

Boundaries for Phase 1 Zones
The Phase 1 Mobility Zones reflect community input and collaboration with local partners. Using feedback from public sessions, stakeholder meetings, and data analysis, we've identified areas where targeted mobility improvements can make the biggest difference.

Anchor Areas are places within each Mobility Zone where we see a cluster of travel activity and transportation needs. While we're continuing to analyze the entire Zone, these areas help us take a closer look at current conditions, so we can identify projects that are most feasible and impactful. Anchor Corridors are some of the key connections between these areas, where we’re also exploring ways to improve how people move around. (Updated May 2025)
