Modernizing the Way We Pay for Transportation Infrastructure
Managed lanes are one of the transportation improvements needed to accommodate the rapid growth in the Sacramento region. Toll lanes, a new version of managed lanes, are currently being planned. Toll lanes, also called high-occupancy toll (HOT) lanes or express lanes, help ease traffic, enhance travel times, improve transit reliability, and reduce emissions. These strategies are crucial as the region expands, traffic grows, and funding for increased road use maintenance is considered.
The region’s long-range plan, the 2020 Metropolitan Transportation Plan/Sustainable Communities Strategy, or 2020 MTP/SCS, includes a list of comprehensive policies that address how to implement managed lanes through tolling. Toll lanes will help generate revenue to support road maintenance and is an important strategy to meet the region’s SB 375 greenhouse gas reduction target by reducing emissions from vehicles.
Better Travel Options for All Users
Toll lanes improve travel along a corridor for all users. For drivers who choose to pay, the toll lane offers reliably faster travel times even during peak travel times. The toll lanes also reduce congestion in the regular free lanes, improving travel time even for drivers who don’t choose to pay for the toll lane. Revenues from the tolls are legally required to be spent on maintenance and other travel options on the corridor, continuing the benefits for all users.
Creating a Regional Approach to Toll Lanes
Proposed toll lanes, including the proposed toll lane on Interstate 80 in Yolo County, require a regional approach for a seamless experience. The SACOG Board of Directors approved a Joint Powers Authority (JPA) agreement for managed lanes. This JPA, called the Capital Area Regional Tolling Authority (CARTA), would lead the planning, development, construction, and operations of toll lanes. The SACOG board met to discuss the needs and structure of the JPA and ultimately approved the agreement on January 18, 2024.
