Capitol Valley Regional SAFE
The CVR-SAFE program is a multi-county partnership that provides roadside assistance for six counties, allowing motorists to call 511 for from their cell phones toll-free and to keep roadways moving.
Call 511
SACOG manages the Sacramento region’s highway roadside assistance program through the toll-free 511 number. Calling 511 puts motorists in need with a direct link to roadside assistance and, if necessary, the California Highway Patrol, via a private call answering service.
As of 2026, CVR-SAFE is in the process of removing all call boxes from El Dorado, Glenn, Sacramento, San Joaquin, Sutter, Yolo, and Yuba counties. Usage of these call boxes has greatly declined, especially now that most Americans own a cell phone. Instead of using a call box, motorists in need can call the toll-free 511 number for assistance. Calling 511 acts as “mobile call box” and provides the same access as roadside call boxes did.
The 511 program is a joint venture of Sacramento, San Joaquin, Sutter, Yolo, Yuba, and El Dorado counties, which together operate the Capitol Valley Regional Service Authority for Freeways and Expressways (CVR-SAFE), also known as Capitol Valley Regional SAFE (CVR-SAFE). SACOG provides program management services to the Glenn County SAFE. This program is financed by an annual $1 charge on all registered vehicles in the participating counties.
Updates
On August 1, 2025, SACOG/CVR-SAFE sunsetted the Sacramento Transportation Network (“STARNET”) open data hub that processed roadway information, traffic conditions, and transit data for the Sacramento region. SACOG/CVR-SAFE remains committed to providing timely traveler information and access to critical motorist aid services through the Sacramento Region Traveler Information System, accessible by phone by dialing 511.
