These toolkits were created by SACOG to assist local governments and their communities develop frameworks for various projects. Information found in these toolkits will thoroughly inform project progress and support exceptional outcomes.


Commercial Corridors Task Force Toolkit

 Many of our region’s centers, corridors, and main streets have a vision and plan in place but are struggling to realize those visions. This toolkit is aimed at catalyzing development on the corridor and preventing displacement of businesses and residents.

The Commercial Corridors Task Force toolkit distilled a year’s worth of investigation and lessons learned to help jurisdictions revive commercial corridors.

Housing Policy Toolkit

The Housing Policy Toolkit is a menu of policy options and best practices for removing barriers to new housing in infill and established communities. It provides a roadmap to allow for more housing product choices to be built in more locations, using a simple, non-discretionary approval process with streamlined environmental review and reasonable fees. It is focused on policies that local governments have direct control over, recognizing there are many other challenges to producing more housing that largely fall outside the purview of local government.

These policy changes can be paid for through a new over-the-counter (non-competitive) planning grant created by Senate Bill 2. The State Department of Housing and Community Development (HCD) is managing the framework by which these grants will be dispersed. HCD had the opportunity to review the toolkit and confirmed that the policy changes outlined in the toolkit, “align well with the SB 2 program objectives” and “includes a variety of measures that would be eligible for funding.” SACOG member agencies will be able to apply for these non-competitive planning grants ranging between $125,000 and $500,000 over a six-month period beginning in Spring of 2019. Transit Oriented Development Toolkit

The goal of the Transit Oriented Development (TOD) Toolkit is to provide a framework for other jurisdictions and communities to build off of, and incorporate into their planning process, while encouraging the development of streetcar lines, other transit, and TOD. Using real examples of what the cities of Sacramento and West Sacramento are doing to change their regulatory environments, the toolkit highlights specific development standards, design guidelines, processes, and incentives along streetcar corridors for other communities to use.

 

This TOD Toolkit was funded by a FTA grant and was a joint effort between the City of Sacramento, City of West Sacramento and SACOG. The goal of the toolkit is to provide a framework for other communities to build from when planning for new streetcar lines, light rail, or other transit areas where TOD is desired.
