Sacramento Area Council of Governments (SACOG) is an association of local governments in the six-county Sacramento region. SACOG provides transportation planning and funding for the region, and as a Council of Governments SACOG serves city and county municipalities with regional services that includes cooperative contracting and partnership opportunities.

Shared Services places SACOG as a direct service provider looking at opportunities for cost savings and enhanced services to cities, counties, and special districts. SACOG acts on behalf of our 28 members as well as all cities, counties, and special districts for select initiatives.

A term that refers to the combining of requirements of two or more public procurement entities to leverage the benefits of volume purchases, delivery and supply chain advantages, best practices, and the reduction of administrative time and expenses.

SACOG acts as a third party contract vessel purchasing on behalf of local governments utilizing RFPs, RFQs, and small purchase procurement practices.

The overarching contract vehicle that includes all general terms, scope of work, pricing, sub-agreement, and any additional exhibits.

A participating agency can be any California city, county, or special district, unless specified in the contract.

A sub-agreement is an agreement between the Participating Agency and the vendor.

Piggyback is a form of cooperative purchasing in which a Participating Agency will be extended the same pricing and terms of a contract. A piggyback can be performed by executing a Participating Agency sub-agreement with the selected vendor.
