SB 79

Senate Bill 79 (SB 79) was signed into law in 2025 and will go into effect on July 1, 2026 (Government Code Sections 65912.155). SB 79 makes qualified transit-oriented housing developments an allowed use on sites zoned for residential, mixed-use, or commercial development that are located near specified transit stops in counties with more than 15 passenger rail stations. In the SACOG region, Sacramento County is the only county meeting this minimum threshold. SB 79 also sets statewide standards for height, density, and residential floor area ratios (FAR) for such housing developments, which vary based on how close a project is to the stop and how the stop is classified.

SACOG is statutorily required to “create a map of transit-oriented development stops and zones within its region by tier. This map shall have a rebuttable presumption of validity for use by project applicants and local governments.” SACOG’s map of SB 79 Transit-Oriented Development Stops and Zones can be found below. SACOG local governments that have TOD zones in the map as of January 2026 include the City of Sacramento, Rancho Cordova, Folsom, and unincorporated Sacramento County. New TOD stops and zones will be added to the map should new stops that meet the statutory definition arise.

AB 2097 

On September 22, 2022, the Governor signed Assembly Bill (AB) 2097, which added Government Code Section (§) 65863.2. AB 2097 prohibits a public agency from imposing or enforcing any minimum automobile parking requirement on any residential, commercial, or other development project that is within one-half mile of an existing or planned major transit stop, with minor exceptions.
