For many years, Brooks Truitt has worked extensively in the community, and regularly attends public hearings and planning commission meetings. Mr. Truitt created Sustain Sacramento, an email newsletter of current information on public meetings and opportunities for civic engagement on the growth of Sacramento.

Congresswoman Doris O. Matsui
Congresswoman Matsui recognizes that the viability of our rural areas is key to the success of the entire region. With her leadership, the Sacramento River Watershed was named a priority area for the U.S. Department of Agriculture’s Agriculture Water Enhancement Program. This has allowed over $1 million from the USDA to be allocated to projects in the Sacramento Valley, resulting in ground and surface water conservation and improved water quality on agricultural lands.
Yolo County 2030 General Plan
The Yolo County 2030 General Plan approaches growth by providing for the management of the county’s most valuable tangible asset, agricultural land. The plan designates more than 97 percent of the unincorporated area for agriculture and open space, creates a new Agricultural District in Clarksburg, and specifies the expansion of the local food system and the diversification of the local agricultural economy. Yolo County’s plan also calls for mixed-use zoning, a range of housing choices, infill development, growth boundaries and buffer zones, and improved transportation infrastructure.
Bogle Vineyards
In 30 years, Bogle Vineyards in Clarksburg has become the 18th largest winery in California. In recent years, its growth has forced the winery to send most of its grapes out of the area to be processed.
Mulvaney’s B&L
Patrick and Bobbin Mulvaney prove that not only fine-dining restaurants and caterers can buy from local farmers, but that locally grown food can be incorporated at many scales and in many outlets. The B&L restaurant and Crocker Museum Café showcase seasonal and local ingredients to visitors from near and far.
Jim Campbell
Yolo County
A principal engineer for Yolo County’s Department of Planning and Public Works, Jim Campbell led an 11-year effort to connect the cities of Woodland and Davis with Class-II bike lanes. The bikeway encourages bicycling as a form of transportation and recreation, creating environmental and health benefits. Wider roads also reduce the propensity for conflict between vehicles and slow-moving farm machinery traveling through the rural area.
Soil Born Farms
Since 2005, Soil Born Farms has focused its Farm-to-School programs on providing experiential farm-based education and hands-on cooking classes. Their education programs focus on land stewardship, service and leadership skills, ecological and agricultural literacy, and food access.
Soil Born provides access to their certified organic vegetables directly to students through school and after-school youth programming at their Hurley and American River farms.
GEO Academy at Grant Union High School
Established four years ago in partnership with the Health Education Council, the GEO Academy engages high school students with real-world projects that foster community, critical thinking, and appreciation of the environment and natural resources.
The curriculum offers outdoor learning and hands-on experiences. Their best-known project, a branded salsa sold at farmer’s markets and in gourmet grocery stores, provides agricultural production, processing, and business experience. In a testament to its relevance, the GEO Academy has a 100 percent graduation rate.
Highway 70 East Nicolaus Bypass
Sacramento, Sutter and Yuba counties have grown rapidly in the past ten years, with increased congestion and agricultural traffic. Growth forecasts for the Sacramento to Chico corridor indicated that traffic congestion and delays would continue to increase if Highway 70 was not improved.
Apple Hill Growers Association
The Apple Hill Growers Association has created successful marketing opportunities for specialty growers in El Dorado County, including farm stands, seasonal campaigns and special events.

River District Specific Plan & Design Guidelines

The city of Sacramento worked with property owners and the community to develop the specific plan and design guidelines. The specific plan sets the stage for a smooth transition from a light industrial area to a mixed-use community. The plan also includes bicycle and pedestrian connections with the nearby neighborhoods to facilitate non-motorized trips.
Citrus Heights Green Planning Academy
City of Citrus Heights
Citrus Heights took a grassroots approach to promoting Blueprint principles through their planning academy. This year, 25 residents participated in the six-week program, learning about the importance of sustainable community planning. Planning Academy participants mixed evening meetings with field trips and film screenings to learn about all aspects of transportation and land use planning. They calculated the walkability of their neighborhoods and took transit to better understand current transportation options and identify future transportation choices for Citrus Heights.
Alexan Midtown
Alexan Midtown is a 275-unit residential and mixed-use development within a five-minute walk of both light rail and bus service. The development has 4,440 square feet of retail which is already occupied with a deli and a yoga studio that serves not only residents, but the large offices nearby.
Hazel Avenue Bicycle & Pedestrian Improvements
Sacramento County
The bicycle and pedestrian improvements at the Hazel Avenue River Crossing are a significant improvement to the multimodal corridor that currently exists. The Hazel Avenue improvements include: a barrier to separate bicycle and pedestrian movement from the higher speed vehicles, ADA accessibility improvements throughout, landscaping, better American River Parkway connections, and enhanced lighting.
Larry Greene
Sacramento Metropolitan Air Quality Management District
Larry Greene has been the driving force in the many air-improving programs supported and implemented by the air district staff, including collaborative work to support local jurisdiction with toxic air contaminants, assessments of air quality impacts and benefits for infill and greenfield development, tools for residential developers to assess diesel fuel emissions, in addition to the Spare the Air and Check Before You Burn campaigns.
Delta High School Agricultural Department and Future Farmers of America
The Agricultural Department offers a variety of courses to support four agricultural career paths: Animal Science, Plant Science, Agricultural Mechanics, and Agricultural Construction. Through grant funds, the agricultural department recently expanded their facilities to include a floriculture laboratory, meat science preparation/packing area, a large livestock facility, teaching laboratory area, an expanded welding laboratory with new equipment, and a greenhouse for production and research.
Sacramento Youth Council for Sustainable Communities
The Sacramento Youth Council for Sustainable Communities is comprised of young people focused on promoting healthy and equitable land use, transportation and food systems and ensuring that youth voice and action are the norm of planning and policy decisions. The students have collaborated on design of complete streets at two Sacramento high schools, canvassed neighborhoods regarding the siting of a fast food restaurant, worked on community garden initiatives, and are working on a pilot program to test a cargo bike to deliver CSA boxes to low-income neighborhoods.
Galt Place Affordable Senior Housing Development
City of Galt
Galt Place is a high density mixed-use infill development in the heart of historic downtown Galt. Galt Place is another example of successful small city implementation of the Blueprint and smart growth principles while maintaining unique rural characteristics. The project provides 81 affordable senior housing units, in one- and two-bedroom apartments. This is the first senior housing project for the city. Galt Place’s current retail includes a photography studio, women’s groups meeting place, a mortgage company, and plans are under way for a diner.
Ed Cox
City of Sacramento
Ed Cox has been the City of Sacramento’s Bicycle and Pedestrian Coordinator and engineer for 12 years. Under his leadership, the city has seen the advancement of multiple street retrofits to add bicycle lanes, additional crossings, increased participation in Safe Routes to School, and the development and implementation of the free bicycle rack program for businesses in downtown Sacramento.
Maria Contreras Tebbutt
Woodland Bicycle Campaign
Maria Contreras Tebbutt has dedicated her time to advancing safe and frequent bicycle trips for youth and adults in the City of Woodland. She has coordinated numerous activities in Woodland resulting in over 300 residents getting training in safe cycling and over 100 residents receiving free bicycles and helmets. Maria was instrumental in opening the bicycle workshop at Woodland Adult Education. This workshop is crucial to getting bicycles in the hands of residents who need them, and preparing new riders for the road.
Jeremy Gray
The Met Bicycle Collective
Jeremy Gray is the co-founder of The Met Bicycle Collective, housed at Met Sacramento High School. The Collective was started to encourage students to begin cycling for transportation and offers on-campus maintenance and safety education to cyclists of all levels. Established through fundraising efforts by the students, the program was designed to be flexible, allowing for changes driven by new ideas brought in as students transition in and out of high school.
Paratransit, Inc., Mobility Training Program
Paratransit, Inc.’s Mobility Training Program supports residents with mental disabilities and seniors in accessing traditional transit service. The Mobility Training Program is a long term cost savings program by supporting residents to access fixed-route service over dial-a-ride. Originally, a pilot program, Paratransit Inc. has built the Mobility Training Program into a sustainable model for other transit agencies throughout the county. In our region, over 12 thousand residents have received training.
DST Output, Employee Vanpool Program
DST Output’s commitment to privately funding their Employee Alternatives Modes program is a model for the region. DST Output is contributing to air quality improvement by taking their employees out of single-occupancy vehicles and into commuter vans. They provide employees a $125 subsidy to participate in the vanpool program. With its current participation level, this equates to approximately $100,000 annually in private funds being invested into taking cars off the road.
Sacramento County Airport System, Sacramento International Airport Terminal B
Sacramento International Airport Terminal B was a long awaited improvement to the region’s transportation system. The over $1 billion capital improvement project emphasized collaborative planning including local residents, private partners, environmental groups, and local governments and yielded a project that met not only the need for improvements, but the priorities of the region’s residents. According to SMUD, the sustainability features included in the terminal will yield a greenhouse gas emission reduction of 793 metric tons of carbon dioxide annually.
Placer County Transportation Planning Agency, Lincoln Bypass
The Lincoln Bypass is a critical piece of road infrastructure to help the region meet its transportation vision for 2035. The project brings local and regional congestion relief by improving overall travel times on the highway and local roads within Placer County. With the Lincoln Bypass open, local traffic within Lincoln is expected to decrease by 73 percent the next three years. The reduction of car and truck traffic will enhance the pedestrian and bicycle friendly environment of downtown Lincoln.
The Bridge District Infrastructure Plan & Implementation, City of West Sacramento
West Sacramento’s Bridge District development exemplifies Blueprint planning and implementation. The plan includes commercial office, hotel, retail, high density residential, mixed-use, transit, and bicycle and pedestrian connectivity within the development and to nearby job centers. Phase I of the project is nearing completion. Planning for the Bridge District looked towards the future of West Sacramento with the design of a multimodal circulation system, reduced parking standards, full integration of future street car routes, bus, and walking and bicycling to reduce auto dependence.
Yocha Dehe Wintun Nation, Yolo County Transportation District, Cache Creek Casino, Veolia Transportation, Yolo County, Employee Transportation Alternatives Program
The goals of this 12-year public-private partnership between Yocha Dehe Wintun Nation, Yolo County Transportation District, Veolia Transportation, Cache Creek Casino and Yolo County includes reducing single occupancy vehicle commutes to Cache Creek Casino & Resort, increasing alternative mode uses for employees, and enhancing opportunities for access to transit for residents in rural parts of Yolo County. Through this partnership, a transit system typically associated with urban core communities has been created to meet the needs of rural residents.
La Valentina, Domus Development
La Valentina is the result of a successful public-private partnership between Sacramento Housing and Redevelopment Agency and Domus Development. Domus worked closely with the City of Sacramento, Regional Transit and SMUD to shape the project and leveraged public and private investment. La Valentina exemplifies Blueprint development as an infill, transit-oriented development project, and through its methodical efforts to integrate green building standards and sustainability principles into its design.
Mike Wiley

Mike Wiley believes in leading by example and listening to customers. He can frequently be found riding busses and light rail in order to talk with and hear directly from costumers on a wide range of issues. This year, he played a key leadership role in the development of legislation that would allow Federal Transit Administration funds to continue to flow to transit agencies across the state averting a funding crisis.
Caroline Peck
Safety Along Freeport for Everyone (SAFFE)
Caroline has worked to educate neighbors, students, local electeds and business about the safety issues facing bicyclists on Freeport Boulevard in Sacramento. She formed a grassroots coalition called, Safety Along Freeport for Everyone (SAFFE) as a means to organize her resident education and outreach efforts. Her efforts have resulted in the City adopting a new plan for that segment of Freeport Boulevard with construction funding likely occurring in the next few years.
Girl Scout Troop 4240
Girl Scout Troop 4240 worked with the Feather River Air Quality Management District to learn about the “School Flag Program” for air quality awareness. The Troop then made presentations to their school principal, teachers and student council to gain support and approval to implement the Schools Flag Program. Each day a member of the Troop raises a colored flag that corresponds with the day’s air quality. The Troop has implemented a plan for the continuation of the program for the 2014–15 school year when the last member of Troop 4240 graduates.
Feather River Air Quality Management District
Feather River Air Quality Management District has been a critical and regular partner to Yuba-Sutter Transit by providing grants to fund several fleet expansions and upgrades including infrastructure improvements such as bus stop shelters and benches, passenger information panels, and the addition of bike racks on busses. In 2013, the District funded the highly successful $5 youth and senior monthly pass program and the purchase of new low-floor busses for fixed route service.

Sacramento Bicycle Kitchen is bicycle shop and learning center serving the residents of Sacramento. The organization was formed in order to promote cycling as a low-cost, alternative form of transportation; enable self-sufficiency through knowledge of bicycle maintenance; and promote bicycle safety through education and classes. The Sacramento Bicycle Kitchen is staffed solely with volunteers and is funded by donations and fundraising activities.
South Placer Transit Information Center
South Placer Transit Information Center serves over 345,000 residents in South Placer County by providing transit planning assistance and reservations for fixed-route, commuter, and dial-a-ride services at one phone number for five transit agencies. Service is available 7 days a week from 8 a.m. – 5 p.m. and translation is available in over 100 languages. Prior to its establishment, residents had tremendous difficulty making trips that crossed jurisdictional boundaries.
Township 9
Township 9 in the City of Sacramento has been a catalyst in a historically disconnected part of downtown Sacramento, it has created over 400 jobs, and supported the opening of North 7th Street for light rail, bicycles, and vehicles. The project is 65 acres that includes commercial, residential and retails uses located next to a light rail transit station. The project calls for mixed-income housing accommodating affordable and market rate housing through both attached apartments and single-family units, and 20 acres of parks and open space.

The Intermodal Station and the adoption of the Planning and Development Code exemplify local steps toward Blueprint implementation. The Planning and Development code incorporates many Blueprint principles that encourage walkability and transit-oriented development, encourage smart growth and infill, and create a more predictable permit process. The Intermodal Station, is an example of one jurisdiction planning for the region’s implementation of the Blueprint.
Sacramento Regional Fire/EMS Communications Center
The Sacramento Regional Fire/EMS Communications Center dispatches all fire and medical calls in Sacramento County. This year, the Center’s Geographic Information Systems team championed innovative transportation solutions across multiple jurisdictions to enhance public safety. They began development of a single source map book for all agencies with regionalized data. This is a significant improvement for response times and aids in smart growth planning and siting for future fire stations to better meet the needs of residents.
