Accelerating Infill Housing in Small Town Environment
Materials from ULI technical assistance in Marysville and Yuba City and follow up site analysis
In response to a request from the Sacramento Area Council of Governments (SACOG), the Urban Land Institute Sacramento assembled a panel of local real-estate developers, planning and design professionals, and market and economic analysts to identify strategies for developing new housing at the former Fremont Hospital and adjoining vacant property in downtown Yuba City, and at Washington Square Park in downtown Marysville. Both sites fall within locally adopted Green Zones.
The small town workshop, brought forward in partnership with the City of Yuba City, the City of Marysville, AECOM and the Blue Zones Project- Yuba Sutter, drilled into the development economics and housing market potential of the two sites.
ULI Sacramento distilled the workshop findings into a set of recommendations around housing demand, site design, and development considerations (see related links). The effort also produced substantial background material for each site.

The technical assistance effort was offered free of charge to the local jurisdictions through SACOG’s Green Means Go program.
As a follow up to the recommendations of the ULI panel, SACOG initiated a housing accelerator for each jurisdiction. The work consisted of a survey of housing preferences from employees at some of the largest agencies in the Yuba-Sutter region, iterations on development concepts at individual sites, pro forma analysis to consider the financial feasibility of each development scenario, and a guidebook on how to bring these sites forward to a request for proposals. Interested parties can reach out to SACOG staff for these deliverables from the housing accelerator follow-up.
Panel on Attainable Housing Along Suburban Commercial Corridors
ULI final report on Sacramento County corridors also now available
SACOG and the Urban Land Institute (ULI) partnered with Sacramento County and the City of Folsom in preparing a weeklong Advisory Services Panel centered on accelerating housing along suburban commercial corridors. The effort has brought in a team of national experts in the fields of infill development, market analysis, and housing planning and policy to focus on the economic feasibility of infill development. Using two corridors as case studies—North Watt Avenue in unincorporated Sacramento County and the City of Folsom’s Central Business District—the expert panel has used the week-long technical assistance in developing recommendations to facilitate infill residential development along commercial corridors. Both sites fall within locally adopted Green Zones.
The effort culminated during a November 18, 2022 presentation from the expert panel.
