Green Means Go Health Net Funding Round
In January 2026, Health Net awarded SACOG flexible Green Means Go funding to support construction of a minimum of 50 Affordable or Permanent Supportive Housing (PSH) units in Sacramento County or the local governments within.
The Green Means Go Health Net Funding Round will competitively award up to $1.8 million to a single catalytic housing project in any Adopted Green Zone within Sacramento County. Funding may be used for housing or housing-related infrastructure that directly supports the development of the housing project.
The program has two primary objectives:
- Accelerate infill residential development that improves housing affordability. This is the primary evaluation consideration, with priority given to projects that maximize overall unit production, number of deed-restricted affordable units, and the depth of affordability.
- Support deliverable and cost-effective projects that can expend program funding within the available grant term.

Timeline
- May 21, 2026 - Call for projects

- September 24, 2026 - Staff releases recommendation
- October 15, 2026 - SACOG Board acts on funding award

Green Zone Revisions
Project sponsors may work with Green Means Go program staff to update existing Green Zones as part of this funding round. Sponsors should first review their Green Zone using the regional map to confirm accuracy. Minor administrative updates, such as correcting or adding parcels, can be approved by SACOG staff.
Substantial revisions require a written request to SACOG demonstrating that the proposed changes are consistent with Green Means Go criteria, including location within an infill area, alignment with local housing-supportive plans, and potential to reduce VMT. SACOG will review requests using the same criteria as the original process and, if approved, changes may be authorized by the Executive Director. Requests for new Green Zones follow a similar process and may require additional local approval.
All revisions must be completed by the application deadline (July 9, 2026). After the deadline, no changes will be accepted until the funding round is complete and awards are announced.
Pre-application Consultation
SACOG recommends but does not require project sponsors to meet with Green Means Go program staff before applying. Pre‑application consultations are intended to allow project sponsors to ask questions, confirm eligibility, and receive clarification on application requirements.
