On December 16, 2024, the SACOG 2025-28 Metropolitan Transportation and Improvement Program (MTIP), Amendment #1 to the 2023 Metropolitan Transportation Plan (MTP)/Sustainable Communities Strategy (SCS), and accompanying Air Quality Conformity Analysis received federal approval.

2025 MTIP Amendment #11
The 2025 MTIP Amendment #11 is an opportunity to update SACOG's MTIP by ensuring programmed projects are consistent with the 2025 Blueprint (MTP/SCS). Amendment #11 is a consistency, Type 5 amendment, which requires a new federal air quality conformity determination. SACOG coordinated with project sponsors in the region to update existing and add new non-exempt and regionally significant projects in the MTIP. The Draft Amendment was available for public review and comment between June 6, 2025 and August 8, 2025. No public comments were received. The Final 2025 MTIP Amendment #11 and Conformity Analysis are scheduled to be approved by the SACOG Board on November 20, 2025.

2025 MTIP Amendment #8 (Type 2/3 Amendment)
In accordance with SACOG's Public Participation Plan, SACOG prepared a Type 2/3 formal MTIP amendment, Amendment #8 (25-08) which was available for a seven-day public review and comment period from August 4th to August 11th. The revisions made pursuant to this amendment will not change the air quality conformity finding; therefore, a conformity determination is not required.
The MTIP public participation process also serves to satisfy the public involvement requirements of the Federal Transit Administration (FTA) annual Program of Projects (POP) for applicable funds. No public comments were received. Caltrans issued state approval on August 28, 2025 and Federal Highway Administration (FHWA) and FTA issued federal approval on August 29, 2025.

In accordance with SACOG's Public Participation Plan, SACOG prepared a Type 2/3 formal MTIP amendment, Amendment #5 (25-05) which was made available for a seven-day public review and comment period from April 14th to April 22nd. The revisions made pursuant to this amendment will not change the air quality conformity finding; therefore, a conformity determination is not required.

No public comments were received. Caltrans issued state approval of the amendment on May 8, 2025 and Federal Highway Administration (FHWA) and FTA issued federal approval on May 23, 2025.
