The application period for Federal Funding Programs closed on October 24, 2025.

The Regional Project Prioritization Program goal is to advance regional projects that support the implementation of the SACOG Blueprint. This strategy implements the Blueprint by maximizing the Sacramento region’s share of state and federal funding, and supporting local project sponsors in pursuit of major federal or state grants. Through this process, SACOG, in partnership with local agencies, will develop a list of projects for a regional endorsement for identified funding programs.

The program accepts applications from projects that intend to pursue grants from federal funding sources, such as:

BUILD
INFRA/ MEGA/ Rural
Congestion Relief Program
Safe Streets for All
Reconnecting Communities
CRISI
Active Transportation Infrastructure Investment Program

SACOG will also consider other major programs that are created at the federal or state level.

For construction projects, each submission must be a large capital infrastructure project requiring at least $15 million in funding; however, projects at the planning level may seek smaller amounts as appropriate to their scope. It is not required to submit a project for every funding program; rather, the focus is on endorsing projects that demonstrate significant regional impact and competitiveness.

This process serves as the nomination procedure adopted by the SACOG Board for funding programs that require SACOG endorsement.

The SACOG Regional Project Prioritization SB1 program call for projects (SCCP/TCEP) has been postponed until Spring 2026. Additional information regarding the SB1 call for projects will be shared at a later date.

Programs Status: which programs are open for prioritization?

After reviewing the 2024 Regional Prioritization Program List, SACOG staff have determined the following project will remain prioritized on the list for 2025 since a NOFO was not released for the program. All other programs will remain open for applications. This is not an exhaustive list, and applications may be considered for other major federal programs not listed.

Key Dates to Remember

The timeline for the 2025 program, as noted in the Guidelines, is as follows:

Sept 15, 2025: Consultation period with local agencies begins.

Sept 29, 2025: Call for projects officially opens.

Oct 24, 2025: Project applications due by 4:00 p.m. sharp.

Nov 21, 2025: SACOG staff releases recommended project priorities.

Dec 4, 2025: Transportation Committee reviews and recommends to the Board.

Dec 18, 2025: SACOG Board finalizes project endorsements.

Does this process help secure funding in SACOG’s upcoming funding round?

How will SACOG respond to forthcoming changes to Federal funding programs given the new administrative priorities?

The uncertainty of federal funding program priorities is a concern we have heard from several local agency partners. Although this will impact competitiveness of projects for specific federal funding programs, it does not change SACOG’s methods for scoring projects based on regional need and readiness.

At this time, funding competitiveness will be based on the latest guidelines or NOFO from federal programs that regional partners are considering under the 2025 program. We will continue to prioritize and list the highest-scoring project that is submitted for each program.

However, if the next NOFO for that program shows significant changes to merit criteria, project eligibility, and goals, then we will re-evaluate the submitted projects for that program to determine if a secondary priority for that program may be more competitive at that time.

Why is SACOG postponing the SB1 program call for projects?

The SACOG Regional Project Prioritization SB1 program call for projects (SCCP/TCEP) has been postponed until Spring 2026. This adjustment ensures that critical project development and prioritization work for the SR-99 and US 50 Comprehensive Multimodal Corridor Plans (CMCPs) can be completed for consideration in the upcoming grant prioritization cycle. Additional information regarding the SB1 call for projects will be shared at a later date.

What are the 2025 Program updates?

Staff updated the program to a two-track application process for 1) Projects Actively Seeking Grants; and 2) Projects in Development.

Staff updated the guidelines to include a strategy for projects seeking both capital and planning funds from state and federal sources, as well as a revised program track, “Projects in Development”. This category is intended to provide strategic support to regionally significant projects that aren’t yet ready to apply for federal or state grant funds, and more specifically, that seek technical assistance from SACOG for project ideation/development, funding strategy, early advocacy, and grant development support.

How do I demonstrate my project’s alignment with the 2025 Blueprint?

Project sponsors are encouraged to review the Draft 2025 Blueprint materials on our website located here. There are two key ways we assess alignment in the 2025 Program:

Screening Criteria / Project List: Projects must be listed in the Blueprint Project List, or be exempt from air quality conformity to be eligible for the program. Sponsors should review Appendix A: 2025 Blueprint Project List, or contact program staff to assist in determining if the project is eligible or exempt.

Scoring Criteria / Regional Serving: Projects will be scored based on their ability to advance policies in the 2025 Blueprint. Sponsors can review these policies in the Draft Blueprint Chapter 6 – Policies and Implementation Actions or contact program staff to assist in identifying relevant policies.

Why should I submit a project to the 2025 program?

The Regional Project Prioritization Program serves as a regional endorsement to communicate to state and federal programs the transportation funding priorities of the Sacramento Region.
