Blueprint Implementation

Since the Blueprint was adopted in 2004, SACOG and its members have focused on implementing the Blueprint principles:

  • Transportation Choice
  • Compact Development
  • Mixed Use Development
  • Housing Choice and Diversity
  • Use of Existing Assets
  • Natural Resource Conservation
  • Quality Design

SACOG’s Blueprint Implementation activities include education and technical assistance activities, blueprint development reviews, monitoring land use activity, and providing financial assistance.

Monitoring Development Activity

SACOG monitors land use activity in the region for a number of different reasons, including: informing the MTP/SCS land use forecast, reviewing projects of regional significance, and for Blueprint implementation.

SACOG Blueprint Development Reviews
Guide for Local Elected Officials, Planning Staff and Developers

Blueprint Development Reviews are completed at the request of jurisdictions and include a review and comment letter on land development projects and their alignment with the Blueprint principles. An elected official or senior staff member of the jurisdiction for which the project falls within may request this type of Blueprint Development Review from SACOG.  SACOG requests a three week notice to prepare a Blueprint Development Review, but will always make every effort to provide comments as soon as possible. Requests for a Blueprint Development Review can be emailed to

Technical Assistance Activities

Technical Assistance activities include presentations, consulting with member agencies on land use projects or plans, responding to data and information requests, and administering various grants that provide Blueprint supportive technical assistance to member agencies (such as the grant SACOG was awarded by Strategic Growth Council Sustainable Communities Planning Grants and Incentives Program in Round 3).
