How West Sacramento’s $43 Million Affordable Housing Project is Bringing Together a Community

In December 2025, a West Sacramento housing project, currently referred to as MOSA, received $43 million from the state’s Affordable Housing and Sustainable Communities (AHSC) grant program. MOSA will create much-needed affordable housing and transit improvements, bringing together three important West Sacramento districts. 

“This is a piece of the puzzle of completing the Grand Gateway master plan area, which we’ve envisioned to be a mixed-use district,” shared Mark Polhemus, senior program manager of economic development for the City of West Sacramento. The area is a convergence of the city’s Bridge, Central, and Washington Districts, which have seen a lot of development and redevelopment activity.  

The work has been underway for decades on this city owned property. “We’ve been persistent and patient to make sure [we have] all the infrastructure in place so we can reduce as many barriers as possible for the redevelopment of properties,” added Polhemus. 

The award will cover the cost of building the 114 affordable units at MOSA Homes at Gateway, which includes a mix of one-, two-, and three-bedroom apartments. The development also includes a playground and multi-purpose room. 

The AHSC funding also includes money for two electric streetcars for the Sacramento Regional Transit (SacRT) light rail expansion into West Sacramento, a critical project connecting the city to amenities and jobs. Improving walkability and bikeability is another goal of the project, which includes sidewalk upgrades, five miles of new bike lanes, and ten bus stop shelters.  

Beyond these infrastructure benefits, the grant includes funding for eviction and foreclosure prevention and landlord anti-harassment education for all residents of West Sacramento, helping create a more resilient and safe community. 

The Grand Gateway District has previously received two Green Means Go funding awards, which Polhemus said helped further refine the city’s planning efforts for the district and improved infrastructure for MOSA and future housing developments. Ultimately, said Polhemus, “[MOSA] is a piece of the puzzle of completing the Grand Gateway master plan area.”
