Housing continues to be a top concern for the state and the region. In an effort to increase housing supply, the state passed several new housing laws that went into effect, or will be in effect in the coming months. SACOG hosted a webinar for local planners on November 14, 2025 to provide an overview of the new housing and land use laws, and their potential impacts for cities and counties in the Sacramento region.
Laws include streamlining and permitting reforms, increases in state oversight, faster project approvals, changes to ADU laws, transit-oriented development zoning changes, coordination of the Regional Housing Needs Allocation (RHNA), and more.
