What is an Unmet Transit Need?

Unmet Transit Needs are defined as existing transit services or service variants, including services where transfers may be necessary to complete a trip, that are not adequately meeting the identified transportation needs of residents of the SACOG four-county Regional Transportation Planning Area (Sacramento, Sutter, Yolo and Yuba counties) who are likely to use public transportation. This includes, but is not limited to: trips for education and training (excluding exclusive school bus transportation), employment, healthcare services, personal business, recreation, and social services.

What is a Social Services Transportation Advisory Council (SSTAC)?

The SACOG Social Services Transportation Advisory Councils (SSTACs) were established under the requirements of the Transportation Development Act (TDA), to ensure that unmet transit needs are identified within the SACOG four-county Regional Transportation Planning Area (RTPA) made up of Sacramento, Sutter, Yolo, and Yuba Counties.

SACOG has three SSTACs: Sacramento County, Yolo County, and the Joint Sutter and Yuba counties.

The SSTACs reviews information on possible unmet transit needs in their respective county(ies), as part of the Unmet Transit Needs Process. The SSTACs may also be called upon to provide input on other transportation issues facing transit reliant citizens.

The SSTAC is a direct advisory council to the SACOG Board of Directors and includes representation as directed by statute. Applications to serve on the council are accepted on an ongoing basis and reviewed regularly.

What is a "Reasonable to Meet" Transit Need?

SACOG adopted a “Reasonable to Meet” standard based on several criteria that analyze how accommodating that transit need will affect the rest of the transit system that it relates to. If it passes the criteria then it is found reasonable to meet and pending the availability of TDA funds changes will be made to accommodate the need.

There are numerous ways to provide your comments to the SACOG Board on your Unmet Transit Needs:

1. Written comment may be submitted via email to the clerk at lespinoza@sacog.org or by regular mail sent to the SACOG offices (see address above). Written comment will be shared with the committee or board in advance of the meeting if received by the Clerk at least 24 hours prior to the meeting. Otherwise, they will be shared after the meeting. Written comment will not be read into the record.
2. Public comment may be made in person at SACOG’s offices or at an alternative meeting location designated on the agenda (if any). You will have 3:00 minutes to speak, unless a different time is set by the Chair.  Please complete a speaker form and provide it to the clerk.  If attending at the alternative meeting location, please inform a SACOG official in attendance that you request to speak.

No public comment will be taken through live stream or by telephone

Please note - Comments on all four county transit services will be accepted at all the Unmet Transit Needs meetings. If you cannot participate in an outreach event or meeting you can share your comments using the other comment methods shown below.
