Rural Urban Connections Strategy
Since starting the Blueprint project in 2002, the Sacramento region has taken a new approach to addressing land use, transportation, and air quality issues. The Metropolitan Transportation Plan for 2035, adopted in March, is underpinned by Blueprint principles supported by local jurisdictions and ad-dresses evolving transportation needs. SACOG is now looking at rural land use issues in more detail in a project called the Rural-Urban Connections Strategy (RUCS). RUCS is a complementary effort to the Blueprint and a mitigation requirement of the MTP2035 EIR. The project is a look at the region’s growth and sustainability objectives from a rural perspective. In the same way that Blueprint is an economic development strategy for urban areas, RUCS is intended to be an economic, as well as environmental sustainability strategy for rural areas.
RUCS wiki description for use
Wikis are designed to be a collaboration tool. To most successfully gather input and information while fostering a collaborative process, SACOG is using a wiki tool for the Rural Urban Connections Strategy project. A description for use of the wiki is provided to encourage contributions to the wiki document and public comment.
Purpose of input
To develop accurate and inclusive papers, SACOG staff will need the input and expertise of many individuals. The wiki will be seeded with draft documents by SACOG staff. Users are requested to review them and where appropriate add information. Unique information on specific issues, challenges, and innovations across the region are valuable to the research and subsequent development of strategies and policies related to agricultural and rural lands throughout the six-county region.
Process for final documents
SACOG staff will draft papers and post them to the wiki for review, comment and to seek additional content. Staff will incorporate edits, comments and additions as appropriate and develop a final draft paper to submit to members of the SACOG Board as part of Board policy committees and the full SACOG Board of Directors for final approval. SACOG staff will use the history function on the wiki tool to review the full history of wiki contributions and public comments.
Only add information to the wiki, do not delete
Inevitably there will be differences in opinion and experience. However, instead of deleting or re-writing any portion of the paper you may disagree with, it will be more beneficial for everyone to leave the portion you disagree with and start a new paragraph or section to add your opinion or experience with any supporting details. This allows for everyone to see and comment on multiple perspectives. If you have questions about specific statistics or research data sets, please comment or post additional statistical information or pdfs of alternate data sets for consideration and discussion.
We look forward to seeing additional paragraphs as examples from jurisdictions with relevant geographic instances applicable to various chapters and sections within each chapter. Please title each new paragaph with a geographic reference for ease of editing and the wiki directory function. Local contributions may also include links to broader documents on jurisdiction websites or independent research findings useful to the Rural Urban Connections Strategy.
