Many small communities are unable to meet Water Control Board regulations and lack funding for upgrades to meet standards. These same communities are also ineligible for federal funds for wastewater treatment, because of their flood designation. Water supply is also an issue for both agricultural and habitat conservation: habitat requirements for fresh water can conflict with agriculture needs, particularly in dry years.
