Bob Rosenberg asked about item #6 from the meeting minutes (Phase 2 Regional Goods Movement Study), specifically about the Economic Development Directors focus group. ) Truck Parking Initiative Update. Jason Crow provided an update on the grant applications for the Federal Truck Parking Initiative program. Both Caltrans and SACOG submitted applications that would primarily fund traveler information systems related to trucking parking statewide and in the SACOG region respectively. The Caltrans District 3 office reports that there has been no news yet on award of these grants. Presentation on Phase 2 Regional Goods Movement Study. Dan Smith, The Tioga Group, provided a presentation on some of the draft findings of phase 2 of the study. Some of the key findings reported include: The Husing study from Southern California reports average logistics wages at around $45k per year. Our study shows that this is probably over-stated and for our region is more like $29k per year (about $15 per hour). Number and quality of jobs are the issue, and logistics jobs generally do not meet either of those requirements to offset the impacts associated in our region. Modal shift (or trying to move shipments from truck to rail or water) is an intuitively desirable policy; however, its really not effective unless implemented on a statewide or national level. As a general rule, trucks will carry anything being moved 750 miles or less. For shorter distances, some sort of subsidy is likely to be required to shift that load to a train or a ship. The consultant teams review of a draft list of projects for SACOGs Metropolitan Transportation Plan (MTP) showed that out of about 400 projects, 99 had some specific value to goods movement, while a number of other may have some less specific benefit. Dan Smith mentioned that auxiliary lanes are particularly valuable to truckers, as they allow them to get on and off the freeway more easily without having to merge quickly. Draft Phase 3 Regional Goods Movement Study Scope of Work. Jason Crow handed out a draft scope of work for phase 3 of the study. The estimated schedule for phase 3 is for work to begin sometime in early March, and for all work to be completed approximately one month later. There were some questions about the terminology used. This will be clarified in a subsequent draft scope of work. Other Matters. Olin Woods raised the issue of how to get more participation at the GMAG meetings. Ideas suggested include more outreach to private sector interests, rotating meeting locations to other sites (especially where free parking is available), preparing more topical meetings (e.g. railroad, port, trucking or air freight-related) and following up with previous attendees. Colette Armao asked if some people are attending other SACOG committees instead of this one, but it was generally agreed that that is not the case.
