Action Summary of August 17, 2006 Meeting. ) Caltrans I-5 Corridor Study Christine Azevedo of Caltrans discussed their current I-5 corridor study. Their first stakeholder meeting was held on October 24th, and subsequent meetings will take place in January, March and May 2007. They came up with about 20-25 ideas on ways to improve this section of I-5 to better deal with congestion and trucks. Eric Sauer asked what other routes are being analyzed as part of this study (answer: none have been identified yet). Jim Miller noted that CHP conducted a study of truck accidents on I-5 between Thornton Road and Woodland. Jock OConnell mentioned that a proposal has been put forward by a private citizen to actually move I-5 out of downtown Sacramento. Draft SACOG MTP for 2035 Alternatives Jason Crow provided an overview of the three alternatives being prepared as part of SACOGs Metropolitan Transportation Plan (MTP) for 2035. While none of the three alternatives have any large goods movement specific projects, all three would result in improvements to congestion and traffic volumes that will benefit goods movement (primarily trucking) overall. Alternative 1 proposes a general expansion of the regional network of local roads and arterials. This would provide the greatest improvement to the ability of trucks to access points of pick-up and delivery. Alternative 2 provides the most improvement to river crossings in the region and Alternative 3 proposes the greatest expansion of freeway lanes. These alternatives will be brought forward during SACOGs Tall Order Forum on November 16th. Jim Miller asked what was being proposed for I-80 between Enterprise and I-5 (answer: a complete project list for the nine geographies identified will be provided). Note: December 1st is the deadline for submitting projects for the MTP. Truck Parking Initiative Jason Crow presented information on FHWAs truck parking initiative that has been funded at a level of approximately $6m per year nationwide under the Federal transportation bill, SAFETEA-LU. There was a general consensus that we should submit a grant application to address this issue. A subcommittee will be formed to incorporate previous work done by Caltrans and Jim Miller of the 49er Truck Plaza into a grant proposal sponsored by SACOG. It was also noted that the Landscape division at Caltrans Headquarters is responsible for most of the public rest areas along the highways. Update of Phase 2 Regional Goods Movement Study Jason Crow discussed the revised scope of work for phase 2 of the Regional Goods Movement Study. Phase 2 has now become more of a discussion of policy alternatives related to goods movement, while Phase 3 will build on the work in phase 2 to create a goods movement action plan for the region that includes recommended policies and projects. Some questions that will be addressed in phase 2 include: how much of a role do we want for goods movement in the SACOG region? What land use policies should we be promoting to help ensure that goods movement does not overburden the transportation system? How feasible is it to promote modal shifts (e.g. moving freight off of trucks and transporting it by rail or ship instead)? Tom Scheeler said that the Department of Water Resources is working on what is known as the Delta Risk Management Strategy to address the issue of what to do in case of a major flood event and the impacts to the transportation infrastructure. Jim Miller noted that SAFCA has not addressed this issue directly.
