Jason Crow mentioned that the scheduled May 11 meeting would conflict with the Great Valley Centers annual forum on the 10th and 11th. This did not appear to present an issue to those in attendance, and so the May meeting will remain scheduled for the 11th. Action Summary of March 23, 2006 Meeting. John Sulpizio gave a presentation on the Port of Sacramento and how it fits in with other 10 ports in California. Some highlights from the presentation: 89% of all freight volume moving through the States ports in FY 2005 moved through the Ports of L.A. and Long Beach; the State authorized construction of the Port in 1937, but it was not opened until 1963; deepening the shipping channel from 30 to 35 feet would allow the Port to serve ships of up to 35,000 tons capacity; a key to fiscal stability at the Port would be realty revenues. Jock OConnell asked what the Ports wish list for rail and highway connections might include. John noted the Harbor Boulevard Interchange, a tail track and a yard area for rail. He also noted that there is no rail access on the south side of the Port. Complete relocation of the rail lines especially along the riverfront- would also be desirable. Mike Luken provided a presentation on organizational changes to the Port of Sacramento and how the Port of Oakland relates to the current structure. Since opening, the Port has been governed by the City and County of Sacramento and Yolo County, with West Sacramento being added upon its incorporation. Changes implemented in 2005 and 2006 will take away the seats for the City and County of Sacramento assuming approval by the State legislature in 2007. The Port has also entered into a Terminal Franchise Agreement with the Port of Oakland, meaning that the Port of Oakland handle the day-to-day operations at the Port. Jock asked if the Port of Oakland has a plan for what it wants to do. Mike mentioned that the Port of Oakland is considering a number of possibilities almost all in their early phases, one of which could be a container barge service between the ports. Bob Rosenberg asked about the railroad issues, such as double-tracking and raising the tunnel heights through the Sierras. Jerry Wilmoth said that there is a total of about six miles to double track and the estimated cost for both projects would be about $30-35 million. John Sulpizio noted that 95% of the movements in and out of the Port go by truck. Mike McKeever asked if this might change in the future, and John said that it would depend on the types of cargo being moved. If the Port sees an increase in cement shipments, they would likely move by rail. Henry McKay gave a presentation on the Port of Stockton. At both the Port of Stockton and the Port of Sacramento, bulk grain was the primary cargo shipped. The Port of Stockton was on the verge of bankruptcy, but was helped significantly by the addition of the Rough and Ready Island property to its facilities. Stocktons shipping channel has already been deepened to 35 feet a process which took nearly 15 years from start to finish. In 2005 the Port handled 167 ships and 146 barges. The Port is considering along with the Port of Oakland- the potential for a rail shuttle to the Central Valley or some type of Short Sea Shipping operation. Jock OConnell asked if Stocktons primary market was to the south, but Henry noted that there market extends in all directions. Henry also noted that the Central California Traction Company still has rail between the Port of Stockton extending north into the industrial areas in South Sacramento. Jerry Wilmoth added that while the track north of Lodi still exists, most of it is unusable. Mike McKeever pointed out that current efforts in Sacramento and Stockton could serve as a model of collaboration. Henry stated that there is considerable interest worldwide to make sure that all port facilities are kept viable. Mike Luken also noted that there is already collaboration between the ports in environmental and other areas. Update on Regional Goods Movement Study. A draft trucking issues survey was distributed at the meeting that was subsequently sent out to all SACOG area jurisdictions. Other Matters. There was some discussion about the importance of having rail links to serve air cargo facilities for use by agricultural shipments. Collette Armao of Caltrans Aeronautics mentioned that a study is underway to examine the potential of using BART for some goods movement in the Bay Area.
