| The Board of Directors of the Sacramento
Area Council of Governments (SACOG) on Thursday will consider forming
the Sacramento Regional Compact for Production of Affordable Housing
for jurisdictions within the Sacramento Region. The discussion will
take place during the Board of Directors meeting in the Board Room
at 9 a.m. at 1415 L St., Suite 300, Sacramento.
The proposed Compact would be a voluntary pilot program for local
jurisdictions to meet a minimum production standard of affordable
housing. Jurisdictions joining the Compact would agree to meet minimum
production standards by any means they deem appropriate, but within
guidelines set by the Compact. The proposed guidelines state that
at least 10 percent of all new housing construction in participating
jurisdictions would meet an affordability standard.
The 10 percent goal would be guided by the following rules, among
others:
- At least 4 percent of new housing construction will be affordable
to very-low-income families;
- At least 4 percent of new housing construction will be affordable
to low-income families;
- If necessary, up to 2 percent of the 10 percent goal could be
met by housing affordable to moderate-income families.
Jurisdictions that meet the production goals may receive financial
incentives. The Sacramento Region includes El Dorado, Placer, Sacramento,
Sutter, Yolo and Yuba counties and the cities of Auburn, Citrus
Heights, Colfax, Davis, Elk Grove, Folsom, Galt, Isleton, Lincoln,
Live Oak, Loomis, Marysville, Placerville, Rancho Cordova, Rocklin,
Roseville, Sacramento, West Sacramento, Wheatland, Winters, Woodland,
and Yuba City.
